Larger instance types carry higher hourly software rates because they provide more CPU, memory, or hardware capacity.
The software rate meters running instance-hours only. A fully stopped instance does not accrue software charges. You may still pay separate AWS fees for storage attached to a stopped instance, but that is billed by AWS, not by the software licence.
The hourly software rate follows the instance type you select. Moving to a type with more CPU or memory raises the rate; moving to a smaller type lowers it. The change takes effect on the new instance you launch. You are not locked to one type across the account.
