Am I charged the software rate when my instance is stopped or paused?
You pay the software rate only for hours the instance actually runs. A stopped or paused instance stops accruing the hourly software charge. Note that AWS may still bill separately for attached storage while the instance is stopped. Software metering resumes when you restart the instance.
Does moving to a larger instance type change my billing automatically?
There is no automatic tier upgrade. You pick the instance type when you launch, and the hourly rate matches that choice. To use a different size, you stop the instance and relaunch on another type. The new hourly rate then applies for every hour that instance runs.
