You get the Oracle Database Client 11g Administrator image running on the EC2 instance size you pick. The hourly rate reflects the instance's compute, memory, and storage.
Am I charged the hourly software rate when the instance is stopped?
The software rate meters running instance-hours only. A stopped instance does not accrue the hourly software charge. You may still pay underlying AWS fees, such as storage for the attached disk, while the instance is stopped. Charges resume when you start the instance again.
Is this a full Oracle Database, and does the price include database storage?
No. This image installs the Oracle Database Client 11g, a set of tools and libraries to connect to remote databases. It runs no database service itself. The hourly price covers the client software on your chosen instance. Recommended sizing starts at 2 vCPU, 2 GB RAM, and 20 GB disk.
