Am I charged the hourly software fee when I stop the instance?

If I move to a larger instance type, does my hourly rate change automatically?
Yes. The rate follows whichever instance type is running. If you launch or resize to a larger type, the new type's hourly rate applies for its running hours. Switching to a smaller type lowers the rate. You are billed per type, per hour, with no upfront commitment.
