You pick the instance that fits your workload and processing needs. Your hourly cost changes with the instance type you select. Larger instances carry higher hourly rates. Software capability stays the same across all instance choices.

Am I charged when the EC2 instance running this software is stopped?
The software meters running instance-hours only. A fully stopped instance does not accrue hourly software charges. Note that stopped instances may still incur underlying AWS storage fees for attached volumes, but those are separate from the software licence billing.
Does picking a larger EC2 instance change the software features or the device count I can manage?
No. The software capability and the 5,000 computer, single user coverage stay the same across every instance type. Instance size affects only your hourly rate and processing capacity. You choose based on workload performance needs, not feature access.
