Am I charged the software rate when my instance is stopped or paused?
The hourly software charge meters running time only. A stopped instance does not accrue the per-hour software rate. You may still pay separate AWS charges for attached storage while the instance is stopped, but those are AWS infrastructure fees, not this listing's software rate.
