Am I charged when the instance is stopped or powered off?
Hourly software charges accrue only while the instance runs. A fully stopped instance stops software metering. Stopped instances may still incur standard AWS storage fees for attached volumes. Billing resumes when you start the instance again.
Does the software need an external database, and does that affect my hourly cost?
The server works with relational databases such as those documented by the vendor. Any separate database service you run carries its own AWS or hosting cost. Your hourly charge here covers only the tracking server instance you select, plus standard AWS infrastructure fees.
