Am I charged the software rate when my instance is stopped?
The hourly software charge accrues only while the instance runs. Stopped instances stop the software meter. You may still pay AWS for attached storage on a stopped instance, but the software rate itself applies to running hours only.
How does my bill change if I move to a larger instance size?
Each instance type carries its own hourly software rate. Switching to a larger size within a family changes the rate to that size's listed price. Your bill reflects the specific instance you run at any given hour, plus the separate AWS infrastructure fee.
