The hourly charge covers the packaged Discourse image maintained and supported by the vendor. The software fee meters running instance-hours only. A fully stopped instance does not accrue software charges. Stopped instances may still incur AWS storage fees for attached volumes, but those are separate from the vendor's hourly software charge and billed by AWS.
