Each hourly unit covers one running EC2 instance of the size you select, preloaded with the WebIssues Server image on Linux Stream 10. The rate bundles the software licence and the compute for that instance size. Larger sizes carry more vCPU and memory, so they bill at higher hourly rates.
The software charge meters running instance-hours only. When you stop the instance, the hourly software rate stops accruing. Stopped instances may still incur underlying AWS storage fees for attached volumes, but those are separate from the WebIssues Server software charge.
Yes. Your rate follows the instance size you run. Switching to a size with more vCPU and memory raises the hourly rate; switching to a smaller size lowers it. The change takes effect when the new instance runs. Only the selected size determines the rate.
