You run only the instances you need and stop paying when you stop them. The vendor recommends m5.large or larger.

Each hourly charge covers Windows Server with Oracle Database 21c Standard Edition preinstalled. You get a preconfigured ORCL database instance that starts on boot, the Oracle Listener on port 1521, and 24/7 support with a 24-hour response commitment. Underlying AWS compute and storage are billed separately by AWS.
The hourly software charge accrues only while the instance runs. When you stop the instance, hourly software billing stops. You may still pay AWS for attached storage, such as the 30 GB minimum disk, even while the instance is stopped. Billing resumes when you start it again.
You choose one instance type at launch, and that sets your hourly rate. The minimum is 1 vCPU, 1 GB RAM, and 30 GB disk. The vendor recommends m5.large (2 vCPU, 8 GB RAM) or larger. Production database workloads benefit from more memory, so larger sizes cost more per hour.
