Scalr is a cost-effective, drop-in replacement for Terraform Cloud with feature parity and better GitOps support. Full native CLI and API compatibility with TFC means you can migrate in minutes - your existing workflows, tools, and integrations just work. Purpose-built for Terraform and OpenTofu.
Scalr is a cost-effective, drop-in replacement for Terraform Cloud with feature parity and better GitOps support.
Scalr is fully compatible with the Terraform/OpenTofu CLI and the TFC API - a built-in migration assistant moves your workspaces, variables, and state, and integrations built against the TFC API (like AWS Account Factory for Terraform) work by just changing the endpoint.
Most teams save 50%+ vs. TFC.
Scalr supports apply-before-merge - apply changes from a feature branch before merging to main, the workflow TFC doesn't offer. Plan and apply summaries post directly into PRs as comments and checks, and your team can manage runs from PR comments: /scalr plan, /scalr apply, /scalr approve. Branch-aware state protection prevents accidental overwrites, and configurable diff strategies cut noisy runs.
Purpose-built for Terraform and OpenTofu - no complexity from supporting other IaC tools means better native support for yours. Free tier at scalr.com.
AWS Marketplace now accepts line of credit payments through the PNC Vendor Finance program. This program is available to select AWS customers in the US, excluding NV, NC, ND, TN, & VT.
Pricing is based on the duration and terms of your contract with the vendor, and additional usage. You pay upfront or in installments according to your contract terms with the vendor. This entitles you to a specified quantity of use for the contract duration. Usage-based pricing is in effect for overages or additional usage not covered in the contract. These charges are applied on top of the contract price. If you choose not to renew or replace your contract before the contract end date, access to your entitlements will expire.
Additional AWS infrastructure costs may apply. Use the AWS Pricing Calculator to estimate your infrastructure costs.
This annual contract bills on runs, which are the executions of your infrastructure code. You pick a prepaid run bundle sized for your yearly volume, ranging from 6,000 up to 180,000 runs. Each bundle pairs a run count with a matching pool of run minutes, scaling together at a fixed 10-to-1 ratio (for example, 6,000 runs include 60,000 minutes). Two usage dimensions, on-demand runs and on-demand run minutes, cover activity beyond your prepaid bundle. Pricing does not depend on users or managed resources; it scales only with how much you run.
Top-of-mind questions for buyers
What counts as one run for billing purposes?
A run is a single execution of your infrastructure code, such as a plan or apply operation. Billing counts each run that actually executes. There are no charges for users, workspaces, resources under management, private agents, or single sign-on.
What happens if my usage exceeds the prepaid run bundle I selected?
Two usage dimensions cover activity beyond your bundle: on-demand runs and on-demand run minutes. Once you exhaust your prepaid runs or minutes, extra activity meters against these on-demand dimensions. You pay only for what actually executes beyond your committed pool.
How do the run count and run minutes combine to determine my charges?
Each prepaid bundle pairs a run count with a matching pool of minutes at a fixed 10-to-1 ratio. A run consumes both a run credit and its execution minutes. If either pool runs out first, additional activity draws from the matching on-demand dimension.

Modern API design has transformed documentation workflows and supports interactive testing
Reviewed on May 19, 2026
Review provided by PeerSpot
What is our primary use case?
Scalr refers to several distinct technologies, with the most common modern use case involving API documentation and database function. Scalr is a modern alternative to Swagger UI used for creative interactive API references from OpenAPI Swagger documents. Interactive documentation automatically generates beautiful, searchable web pages from OpenAPI specs.
Scalr's best features are frequently used in .NET 9 and Node.js projects to replace Swagger interfaces with faster responsive UIs.
What is most valuable?
Scalr helps with API testing and client functionality, which includes a built-in Try It tool similar to Postman, allowing developers to test endpoints, manage environment variables, and see request history.
The faster response is due to the CI/CD workflow integrating with GitHub Actions and another tool to automatically update and version documentation as the codebase evolves.
Other features include data formatting, where I can convert strings to uppercase, trim white spaces, or concatenate first and last names into a full name field.
In scientific contexts, a scalar is a physical quantity described only by magnitude with no direction. In environmental aspects, monitoring and measuring temperature, pressure, or humidity, resource tracking, and calculating mass, volume, density, or time duration reflect the best impact on my organization.
One specific outcome I have noticed is scholarly publishing. Scalr is also an open-source platform for born-digital, media-rich publishing, allowing scholars to create interactive online books that integrate high-resolution media with sophisticated archival structures.
What needs improvement?
Scalr can be improved by logical simplification, wrapping complex logic into reusable functions to keep main queries readable. Data validation using functions like is null provides default values when data is missing, which is an area for improvement.
For how long have I used the solution?
I have been using Scalr for the last three years.
What do I think about the stability of the solution?
Scalr is the most stable product in the market for designing APIs right now.
What do I think about the scalability of the solution?
Regarding the mathematical engine, Scalr's scalability uses the modern open-source AI design documentation platform. It is easily scalable and free to use, and does not require a license key if I explore the tools natively by visiting the platform.
How are customer service and support?
Scalr's customer support is very good. If I require queries answered, I can ask them, and they quickly provide solutions.
Which solution did I use previously and why did I switch?
I was previously using Notepad. After Scalr came along, modern open-source API design documentation platform is free to use with no license key required. I can explore the tools natively by visiting the platform.
How was the initial setup?
For commercial use, I need to contact Scalr to obtain a commercial license. Newcomers can easily switch to that and find it adaptable for all uses.
What's my experience with pricing, setup cost, and licensing?
Regarding licensing, if I buy a licensing key, it is beneficial, but if I have a lesser standing, it is not as good. The licensing key is the best option, and the specific use of the license key requirement depends heavily on which Scalr product I am referring to.
Some relevant metrics include that if I am using the enterprise version of ScalrDL, Scalr DL, or ScalrDB, my use case requires a license key. I must create a .properties file, Ledger properties, and configure it by replacing it with the provided key along with the correct certificate file path. For commercial use, I need to contact the Scalr team to obtain a commercial license for the product.
Which other solutions did I evaluate?
After all the years of helping enterprises implement API strategies at SmartBear, I can confidently say Scalr is what the industry has been waiting for. The strict OpenAPI compliance, robust CLI/API registry, and seamless CI/CD integration solve the exact pain points I observe customers struggle with daily. This is the modern API platform developers deserve.
What other advice do I have?
Scalr is deployed on-premises only because Scalr is a physical quantity fully described by magnitude value.
Regarding the mathematical engine and scripting language, the core features are generally free with pro licensing available through standard mobile app stores, allowing me to use Scalr for that.
Some additional thoughts include using the digital Scholar publishing platform. It is open source, so the educational community license does not require a commercial license key for app installation.
I have provided this review a rating of ten out of ten.
