The T2, T3, and T3a options are burstable general-purpose instances, sized from nano up to 2xlarge. The M3, M4, M5, M5a, M5ad, M5d, M5dn, and M5n options are fixed-performance general-purpose instances, sized from large up to metal. Larger instances offer more CPU and memory, so your hourly rate scales with the capacity you pick.

What do I get for the hourly rate on each instance type?
You get a ready-to-run Windows Server 2019 Minimal image running on the EC2 instance size you pick. The hourly rate covers the software licence for that instance. Compute capacity, CPU, and memory scale with the instance size you select, from nano up to metal.
Am I charged when my instance is stopped or powered off?
The software charge meters running time only. A fully stopped instance does not accrue software charges per hour. You may still pay underlying AWS storage fees for stopped instances, but those are separate from the hourly software licence.
How does my hourly cost change if I switch to a different instance size?
Your hourly rate is tied to the instance type you run. Moving to an instance with more CPU and memory raises the rate; moving to a smaller one lowers it. You pay the rate for whichever instance is running, billed by the hour.
