From Resilience to Innovation: Ukraine’s Digital Transformation

At any hour, millions of Ukrainians access government services, banking, and online education through digital platforms that are resilient and operate around the clock. Ukraine is modernizing. Across the country, organizations are using cloud technology and artificial intelligence (AI) to deliver these services, clear landmines faster for Ukraine’s rebuild, and train the next generation of tech workers.

Since 2022, Amazon Web Services (AWS) has helped secure more than 15 petabytes of critical data from over 60 government organizations in the cloud, preserving vital government, education, and financial institution records. Amazon has committed more than $150 million to support the people of Ukraine. That commitment spans cloud infrastructure, workforce development, humanitarian aid, and direct technical partnerships with government agencies, commercial companies, nonprofits, and communities.

Here is what that looks like on the ground.

Keeping 13 million people connected to power

DTEK, Ukraine’s largest private energy company, has restored power to more than 20 million homes since 2022 while its infrastructure remains under constant threat. Thirteen million consumers depend on it daily.

Working with its digital arm Modus X, DTEK migrated its core systems to AWS through the AWS Migration Acceleration Program (MAP). The migration delivered disaster recovery across multiple regions and fault tolerance that maintains business continuity even when physical sites are compromised. Today, the partnership is expanding into AI-driven digital transformation, turning crisis response into long-term operational resilience.

A veteran asks a question at 2 a.m.

Government services are only useful if people can find them. For Ukraine’s veterans and their families, navigating the patchwork of support programs was overwhelming. The government’s response: veteranpro.gov.ua, a platform that brings together 128 national services, 108 regional services, and 1,000 local programs from over 160 communities in one place.

In six months, 1.2 million views. AWS built an AI assistant for the platform that lets veterans ask questions in plain language, at any hour. More than 2,000 conversations in the first two weeks. AWS continues to support the platform’s development with Ukraine’s Ministry of Digital Transformation, because access to support should not depend on knowing which form to fill out.

An auction that cannot go down

“An auction going down isn’t just a page that won’t load. It’s a failed procedure, lost revenue, and damaged trust in the state.” That is how Grigory Legenchenko, CTO of Prozorro.Sale, describes what is at stake.

Ukraine’s state-owned electronic auction platform handles the transparent sale and lease of government assets. It has generated more than $3.5 billion for state and local budgets and saved an estimated $6 billion in public funds since 2017. When physical infrastructure came under attack, Prozorro.Sale moved to AWS to keep public auctions running without interruption.

Now, the platform is expanding into AI-powered services leveraging Amazon Bedrock to scale as reconstruction accelerates. Prozorro.Sale has won the UN Public Service Award and recognition from the World Bank, OECD, and Transparency International.

Training the builders of what comes next

The AWS Education Equity Initiative (EEI) is a $100 million global commitment of AWS technology to support organizations that build and scale digital learning solutions for underserved learners. Eligible organizations, which include EdTechs, governments and social enterprises, can apply to gain access to AWS credits, technical advising and storytelling opportunities. In Ukraine, this can support organizations in building new or scaling existing digital learning solutions, including remote learning. Amazon’s training support in Ukraine has already reached 17,000 Ukrainians with cloud computing skills, and BecomingX Ukraine, a digital skills platform co-founded with Bear Grylls and UNITED24, continues to help Ukrainians build digital skills and employability.
