DMOW and DXC Pave the Way for Enhanced Driver Training in Flanders on AWS

Overview
The Department of Mobility and Public Works (DMOW) in Flanders, Belgium, improved its driver education and certification processes using Amazon Web Services (AWS). Responsible for maintaining road safety, DMOW needed to centralize data from various partner organizations and efficiently process driver training information. To address those issues, DMOW partnered with AWS Partner DXC Technology (DXC), a global technology services company, and developed a comprehensive web application on AWS. The solution streamlined data collection and enhanced communication between government agencies, training organizations, and citizens.
Opportunity
Modernizing Road Safety Management in Flanders
DMOW is responsible for keeping the roads safe in Flanders, Belgium. As part of the Flemish government, the agency oversees and manages many aspects of transportation and infrastructure in the region. A key part of DMOW’s mandate involves making sure that all drivers operate their vehicles safely and possess the required skills to do so, which it enforces through driver training, licensing, and professional certification processes.
The agency works with various partner organizations that administer driving classes, examinations, and professional competency assessments. These organizations send data, such as exam results and training completion records, to DMOW for processing and recordkeeping. However, partner organizations were transmitting that data using various formats and methods, making it difficult for DMOW to manage efficiently.
DMOW needed a way to centralize and streamline the collection of data from its partners, as well as securely forward relevant data to the appropriate federal agencies. Additionally, the agency wanted to enhance road safety by helping both new and professional drivers attend necessary trainings to learn about regulations and best practices. To address those challenges, DMOW would require flexible and powerful infrastructure.
Solution
Implementing a Centralized Data Hub for Driver Education and Certifications
To meet that need for robust infrastructure, DMOW looked to the cloud on AWS. It found an ideal partner for the project in DXC, the global technology services company, which had a track record of developing innovative solutions for the Flemish government, expertise in creating robust, scalable applications, and deep knowledge of the relevant governmental requirements. Using a comprehensive suite of AWS services, DXC began to build a secure, efficient, and scalable solution to meet DMOW’s complex needs.
That effort developed into the “Rijopleiding en Vakbekwaamheid” (ROV) application, which DXC designed specifically to help DMOW centralize and streamline its driver education and certification data. This container-based web solution, built on AWS, relies on AWS Fargate for Amazon Elastic Container Service (Amazon ECS)—a serverless, pay-as-you-go compute engine—to deploy and manage the application’s microservices. The containerized architecture makes it simple to scale individual components and perform updates and maintenance as required. For robust data storage and management, DXC implemented Amazon Aurora for PostgreSQL, a fully managed database solution that provides unparalleled high performance and availability at a global scale.
The ROV application serves as a central hub for all driver training and professional competence data in Flanders. It provides a standardized interface for partner organizations to submit their data, helping maintain data consistency and reduce errors in data transmission. The application creates individual profiles for every Flemish citizen who interacts with DMOW, which includes detailed timelines of all of their completed training and examinations. That provides a comprehensive view of a driver’s history and qualifications.
Additionally, the ROV application provides data to the official digital platform of the Flemish government, where drivers can gain insight into their attended trainings, completed driving tests, and obtained certifications. ROV supports the process of obtaining and renewing driving licenses and professional certifications by centralizing application processes, tracking expiration dates, and providing timely reminders for renewals.
For DMOW employees, the ROV application offers a powerful backend interface that they can use to manage and analyze driver data efficiently. The application is updated monthly with new features, and the release cycle is smooth and reliable thanks to continuous integration/continuous delivery (CI/CD) pipelines. Staff can gain insights into training trends and certification statistics, perform in-depth searches, and efficiently manage the vast amount of information collected from partner organizations. The system also automatically forwards relevant data to federal agencies in a secure manner, helping DMOW streamline intergovernmental communication and maintain compliance with national regulations.
Outcome
Improving Road Safety and Driver Competence Using AWS Services
With the ROV application, DMOW furthers its mission of improving road safety and enhancing the quality of driver training in Flanders. ROV now processes data for 1,500–2,500 driving tests per day. By centralizing and streamlining the management of driver education and certification processes, the agency can better prepare drivers for their exams and improve their knowledge about road safety and traffic regulations. Moreover, owing to gains in efficiency, DMOW is now issuing 15,000 driver’s licenses each month. And for professional drivers ROV handles 20,000 competence trainings each year while helping maintain high standards of competence and compliance with regulations.
Although the core ROV application is complete and fully operational, DXC continues to enhance its functionality based on user feedback and evolving needs. For example, the partner implemented digital registration using QR codes for classroom training sessions. That feature will further streamline the administrative process and improve the user experience for both trainers and trainees.
