What does one billing unit map to for this file hosting server?
One unit is one hour of runtime for the single EC2 instance you launch. The instance type you pick (for example t2.micro or c5a.xlarge) sets the software rate. You are billed for each hour that instance runs, not per user or per file stored.
Am I charged when the instance is stopped or paused?
The software fee meters running hours only. When you stop the instance, no software charges accrue for that idle time. Underlying AWS storage fees may still apply while the instance is stopped, but those come from AWS, not the software listing.
How do I change capacity if my storage or user load grows?
There are no tiers to upgrade. To add capacity, you launch a different, larger instance type from the list and your hourly rate follows that new instance. Switching instance size is a manual choice, not an automatic threshold event.
