Software charges meter running time only. When the instance is fully stopped, hourly software charges stop accruing. Underlying AWS storage fees for the instance's disk may still apply while it is stopped. To end all software charges, stop the instance when you are not using it.
No. The software connects directly to your SQL databases and does not move or copy your data. Data stays in your source systems. Billing depends only on the instance type you run and the hours it runs, not on data volume or the number of sources you connect.
