Am I charged the hourly software rate when the server is stopped, such as during off-hours?
The hourly software charge meters running time only. When the instance is fully stopped, the software rate stops accruing. Underlying AWS storage for the attached volumes may still cost you while the instance is stopped. Restarting the instance resumes the hourly software charge.
What drives my total cost — the instance I pick or the hours it runs?
Both combine. Your hourly rate depends on the EC2 instance type and size you select. Your total cost is that rate multiplied by the hours the instance runs. Larger instances raise the hourly rate; longer runtime raises the hours. The 20-user Enterprise Essentials scope stays fixed regardless of instance choice.
