Self-hosted FinOps for AWS, Azure & GCP. Reads inventory in your own buckets, ranks waste by $ across all three clouds, ships executable CLI commands. Read-only, air-gap-ready, annual tiered pricing.
Blacktip Refine is a self-hosted multi-cloud cost-intelligence platform for AWS, Azure, and Google Cloud Platform. It runs as a Docker container inside your own AWS account (this stack), reads pre-summarized inventory + cost data from buckets you own, and ranks every cost-optimization opportunity across all three clouds in one prioritized list with dollar impact, executable CLI commands, and a full Suggested -> Verified audit trail. No data ever leaves your environment.
WHAT IT DOES
Rightsizing across compute (EC2, Azure VMs, GCE), databases (RDS, Azure SQL, Cloud SQL), containers (Fargate, AKS, GKE node pools), serverless (Lambda, Azure Functions, Cloud Functions), and the long tail (NAT gateways, load balancers, orphaned EBS / Managed Disks / Persistent Disks, oversized log retention, idle Public IPs).
Commitment optimization: AWS Savings Plans + Reserved Instances; Azure Reservations + Savings Plan for Compute; GCP Committed Use Discounts. Per-plan utilization tracking and guardrails that block recommendations which would underwater an active commitment.
Customer-tunable thresholds for every idle/rightsize cutoff - Conservative / Default / Aggressive presets per resource class, no code changes.
Per-resource policy flags (Permanent / Size-Locked / Exclude-from-Commitments) so a contractual resource never produces an unwanted recommendation.
Multi-cloud unified Cost Cleanup, multi-account RBAC with LDAP / AD / Entra ID, and ready-to-run AWS CLI / az CLI / gcloud scripts for every recommendation.
WHY REFINE
Your data stays in your accounts. Per-cloud read-only collectors write to your own S3 / Blob / GCS bucket. No SaaS ingest, no Blacktip-side store, no telemetry.
One product, all clouds, simple annual per-tier pricing based on how much cloud spend you analyze. No per-seat fees, no per-user metering, no surprise usage bills - one predictable yearly cost.
Read-only by design. The Marketplace host stack creates only S3-read + SSM permissions; the per-account collector stacks are strictly Describe / List / Get. We never request or accept write credentials.
Air-gap-ready: Ed25519-signed offline license; bundled-image delivery for GovCloud / classified environments; zero internet dependency after subscribe.
FinOps-Foundation-aligned algorithms: p95 sizing on a 90-day lookback, multi-signal idle detection, age-based exclusion of resources <14 days old, structured "Why?" rationale on every recommendation.
HOW THE LISTING WORKS
Subscribe to the tier that matches your Spend Analyzed and accept the annual AWS Marketplace contract. Launch the included CloudFormation template in your own account; the EC2 pulls the Refine container from AWS Public ECR and starts. Refine verifies your AWS Marketplace entitlement automatically through AWS License Manager - there is no license file, activation code, request form, or manual step. Open the RefineUrl from the CloudFormation Outputs and log in with the admin credentials you set when launching. End-to-end (subscribe -> first login) is typically about 10 minutes, and all cost, inventory, and credential data stays in your own AWS account the entire time.
For direct, GovCloud/air-gapped, or Private Offer purchases, Refine is also available BYOL with an offline Ed25519-signed license file - contact support@blacktip-ops.com.
WHO IT'S FOR
FinOps teams, platform engineering organizations, and security-sensitive enterprises (federal, defense, healthcare, finance) that need cross-cloud cost intelligence without sending billing or inventory data to a SaaS vendor. A typical customer saves an additional 12-25% on cloud spend in the first 90 days on top of native cloud-provider recommendations.

Highlights
Multi-cloud (AWS + Azure + GCP) in one unified ranking - no other self-hosted FinOps tool does this.
Self-hosted: your data stays in your accounts. Per-cloud collectors write to your own S3/Blob/GCS. No SaaS ingest.
Read-only by design - never requests or accepts write permissions on your cloud resources.
AWS Marketplace now accepts line of credit payments through the PNC Vendor Finance program. This program is available to select AWS customers in the US, excluding NV, NC, ND, TN, & VT.
Pricing is based on the duration and terms of your contract with the vendor. This entitles you to a specified quantity of use for the contract duration. If you choose not to renew or replace your contract before it ends, access to these entitlements will expire.
Additional AWS infrastructure costs may apply. Use the AWS Pricing Calculator to estimate your infrastructure costs.
Pricing follows four tiers based on how much annual cloud spend you analyze. Starter covers up to $100K, Core up to $500K, Growth up to $1M, and Scale up to $5M. You pick the tier that matches your monitored cloud spend, and higher tiers analyze larger spend volumes. All tiers use a Bring Your Own License model billed under an annual contract. As your analyzed spend grows, you move to the tier that covers that range. The tiers differ only by the spend ceiling they support.
Top-of-mind questions for buyers
How is my annual cloud spend measured to determine which tier I need?
The tier maps to the total annual spend across the cloud accounts Refine monitors. It analyzes cost and inventory summaries from all connected accounts. You pick the tier whose ceiling covers your combined monitored spend across the cloud providers Refine reads.
What happens if my analyzed cloud spend grows past my tier's ceiling?
Each tier supports spend up to its stated limit. When your monitored spend exceeds that limit, you move to the tier that covers the range. The move is not automatic within the same subscription; you select the tier matching your new spend volume.
Does the licensing depend on how many cloud accounts or providers I connect?
Refine connects read-only to multiple cloud providers in one deployment. Your tier is set by total analyzed annual cloud spend, not by account count or provider count. You can add accounts across supported providers without changing tier, as long as combined spend stays within the ceiling.

Vendor terms and conditions
Upon subscribing to this product, you must acknowledge and agree to the terms and conditions outlined in the vendor's End User License Agreement (EULA).

Containers are lightweight, portable execution environments that wrap server application software in a filesystem that includes everything it needs to run. Container applications run on supported container runtimes and orchestration services, such as Amazon Elastic Container Service (Amazon ECS) or Amazon Elastic Kubernetes Service (Amazon EKS). Both eliminate the need for you to install and operate your own container orchestration software by managing and scheduling containers on a scalable cluster of virtual machines.

Usage instructions
Refine deploys as an EC2 host using the bundled CloudFormation template - it does NOT run as an ECS or EKS task. On this Launch page, choose ECS to proceed, then deploy with the CloudFormation template under 'Deployment templates' (do not deploy the image on ECS/EKS directly).
Subscribe and accept the contract offer for your tier. Your tier is based on 'Spend Analyzed' - the total annual cloud spend across the accounts you want Refine to monitor.
Wait about 8 minutes for CREATE_COMPLETE. The instance pulls the Refine container image and starts it. Refine verifies your AWS Marketplace entitlement automatically via AWS License Manager using the instance's IAM role - there is no license file, activation code, or manual step.
Open the RefineUrl shown in the stack Outputs and log in with the admin credentials you set. Connect the cloud accounts you want to monitor from Settings.
