The software license meters running hours only. When you stop an instance, the hourly software charge stops. You may still incur AWS storage fees for the attached volume while the instance is stopped, but that is a separate AWS charge, not part of this listing.
There is no commitment. You pay the hourly rate tied to whichever instance type you run. Switching to a different size or family changes your hourly rate to that instance's rate. You are billed per hour of actual runtime, so scaling up or down adjusts cost immediately.
