The AI Cost Governance and CFM Control Plane for AWS
Bedrock model costs have no names attached. AgentCore workloads appear in your CUR without business context. Your FinOps Lead cannot answer: which team owns this, which model is driving this cost, and was this approved?
FinOps Center solves this at the IAM level: attributing every AI dollar to the identity, workload, and model that generated it, then governing it through a business-owned approval process your finance and product teams can run.
FinOps Center Growth supports up to 10 AWS accounts within one Master Payer. Monthly subscription with 30-day free trial.
Two Co-Equal Governance Pillars
AI Cost Governance for AWS
FinOps Center attributes Amazon Bedrock and AgentCore spend at the model level using IAM principal identity and CUR line-item data: the only attribution path that works at line-item resolution. Business teams govern through a four-actor workflow with full audit trail: Product Owner, FinOps Lead, Portfolio Owner, Cloud Engineer.
Key capabilities:
Model-level attribution: IAM principal x Bedrock model ID, resolved to business workload
AI Value Board: declared investment value by workload, organized by Investment Prospect band
AI Governance Scorecard: Crawl / Walk / Run maturity per team, department, and portfolio
Six allocation gap categories with guided remediation workflows
Model Approval workflow with Portfolio Owner gate
AgentCore resource-ARN attribution for agentic workloads
Agent Bill: ask any governance question and take action from chat
CFM Governance for AWS
FinOps Center governs the full Cloud Financial Management lifecycle: workload onboarding, estimate creation, budget approval, AWS program management, cost optimization, and month-close accrual. Business teams own this process: Product Owners, FinOps Leads, and Portfolio Owners.
Key capabilities:
Workload onboarding and cost allocation to Finance Chart of Accounts
Estimate-based budgeting with two approval gates: estimate size and recurring spend
MAP, EDP, Savings Plans, and Credits lifecycle management
CFM Scoreboard: letter grade per team, department, portfolio, and business unit
Month-close accrual and reporting with file-based ERP integration
Agent Bill: governed CFM process execution from natural language, scoped per persona
Four-Actor Governance Model
Product Owner, FinOps Lead, Cloud Engineer, and Agent Bill operate across five governance stages: Business Case, Model Approval, Attribution, Gap Remediation, and Maturity Review.
Prerequisites and Deployment
Prerequisites:
AWS Organizations with a single Master Payer account
CUR 2.0 configured and delivering to S3 in your Delegated Admin Account
Amazon Athena available in your analytics region
Amazon Bedrock access enabled for AgentCore capabilities
Amazon QuickSight available in your deployment region
Deployment: Deployed via CloudFormation into your Delegated Admin Account. Built on CUR 2.0 in Athena, Amazon Bedrock AgentCore, Amazon Quick, QuickSight, S3, and Lambda. No data leaves your AWS estate.
Scope: Up to 10 AWS accounts within one Master Payer. FinOps Center Standard supports up to 25 accounts. FinOps Center Enterprise supports unlimited accounts.
Security and Data Residency
All data remains within your AWS account boundary. The CloudFormation deployment uses least-privilege IAM roles scoped to CUR data access, Athena queries, and QuickSight rendering. Data at rest is encrypted using AWS-managed keys in S3. All inter-service communication uses TLS encryption in transit.

FinOps Center Growth AI Cost Governance and CFM Control Plane
This listing bills on usage through a single dimension: the t3.small instance measured in hours. You pay for the hours the software runs on that instance type in your own AWS environment. Because pricing rests on one compute dimension, your cost scales with runtime rather than with account count or feature tiers. The software deploys inside your AWS account, so the instance runs within infrastructure you control. There are no separate add-on charges in this listing's pricing table beyond the hourly instance rate.
Top-of-mind questions for buyers
What does the t3.small hourly unit cover, and what does it actually run?
You pay for each hour the software runs on a t3.small instance in your own AWS account. The software installs into a delegated admin account via CloudFormation. All processing, allocation data, and spend cards stay in infrastructure you control, so the instance runs the governance control plane, not a vendor cloud.
Am I charged when the instance is stopped, for example outside business hours?
The software licence meters running time on the t3.small instance. Hours accrue only while the instance runs. A fully stopped instance does not accrue software charges. Underlying AWS storage tied to the instance may still incur separate AWS fees, which are billed by AWS, not this listing.
Does the monitored AI or CFM spend it governs add to my software cost?
No. This listing bills only for t3.small instance-hours. The AI spend, token usage, and AWS costs the platform tracks are your separate AWS charges. Governing more workloads or accounts does not change the hourly software rate. Your cost scales with runtime, not with the spend it monitors.

An AMI is a virtual image that provides the information required to launch an instance. Amazon EC2 (Elastic Compute Cloud) instances are virtual servers on which you can run your applications and workloads, offering varying combinations of CPU, memory, storage, and networking resources. You can launch as many instances from as many different AMIs as you need.
Installation of FinOps Center has 3 steps.
• Step 1 is the configurations of services in customers’ AWS Estate and the setup of the “CloudOps” account as documented in https://docs.finopscenter.com/en_US/installation . Once these pre-requisites are complete, customers will install their FinOps Center subscription from the Marketplace.
• Step 2 is subscripting to the software, Customers will select Configure the software from Amazon Machine Image in the drops down and continue through the following page selecting the version and region which you would like to install. On the Launch this Software screen, Select Launch through EC2. Prior to Launching AMI we recommend navigating to IAM in the account and create the IAM role documented on https://docs.finopscenter.com/en_US/aws-marketplace-installation/ami-configuration-and-stack-launch to be used when launching the instance. As the EC2 instance comes online, navigate to S3 and wait for the bucket – cdk – hnb659fds-assets--us-east-1 to appear.
• Step 3 is Launching the Cloud Formation Template and Completing the Parameters. From the cdk S3 navigate to the FinOpsCenterStack.template.json and copy the Object URL. Navigate back to Subscription Management Screen and launch the CloudFormation Script (Object URL) to configure your FinOps Center with the Parameters for your environment following the instructions at https://docs.finopscenter.com/en_US/aws-marketplace-installation/stack-configuration.
