The software charge meters running instance-hours only. A stopped or powered-off instance does not accrue software charges. You may still pay underlying AWS storage fees for attached volumes, but the hourly software rate applies only while the instance runs.
Each instance type is billed as its own dimension at its own hourly rate. Switching to a larger instance means you launch it under that dimension's rate. Cost does not blend across types; you pay the rate tied to whichever instance type is actually running.
