An active user is someone who comments, watches, or creates a VoiceThread.
Using this model means that you DO NOT have a cap on accounts within your license period. You can grow your VoiceThread use organically over time without worrying about incurring unbudgeted costs.

What happens if my district's active user count exceeds the tier I selected?
Each tier caps coverage at up to 1000, 1500, or 2000 active users. If your active user count grows beyond your chosen limit, you would need to move to a tier with a higher user capacity. The tiers do not adjust automatically to added users.
