Am I charged the software rate when an instance is stopped?
The hourly software charge meters only running time. A stopped or powered-off instance does not accrue the software rate. Underlying AWS storage for the volume may still apply while the instance is stopped, but that is separate from this listing's hourly software charge.
Do I pay extra for keeping the RHEL image updated?
No. RHUI is configured in all RHEL images to keep the running image up to date at no additional cost. The hourly rate you pay already bundles vendor software support. You still pay the separate AWS charge for the underlying instance infrastructure.
