What does one hourly unit cover for billing?

Am I charged when the instance is stopped or powered off?
The software charge meters running hours only. A stopped or powered-off instance does not accrue hourly software charges. You may still pay separate AWS fees for storage attached to a stopped instance, but that is billed by AWS, not through this software rate.
How does my bill change if I switch to a larger instance type?
Your hourly rate follows the instance type you launch, not a fixed price. Moving to a larger instance within a family raises the hourly rate because it offers more compute, memory, or storage. You pay the new rate for hours run after the switch. The change is manual, based on the instance you choose.
