The software charge meters running time only. A stopped instance stops accruing the hourly software rate. Underlying AWS storage for the attached volume may still apply, but that is separate from the machine image charge you pay through Marketplace.
Your rate follows the instance type you launch. The image runs on 1 vCPU, 1 GB RAM, and 20 GB disk minimum. The guide recommends t3.small (2 vCPU, 2 GB RAM) or larger for typical production use.
