Each dimension covers the software licence for one running EC2 instance of that type. It includes the Oracle Linux 8.6 image, 24/7 support, and preinstalled AWS agents. The AWS compute charge for the instance is separate and billed by AWS alongside the software fee.
The software fee meters only while the instance runs. A stopped instance stops accruing the hourly software charge. You may still pay AWS for attached storage such as gp3 volumes, but that is an AWS cost, not the software licence fee.
