You pay based on usage, measured per build minute. This means you are billed for the time your GitHub Actions jobs actually run on the self-hosted runners. There are no tiers or fixed quantities to select. Charges scale directly with how many build minutes you consume. The software runs in your own AWS account, launching an EC2 instance for each job and terminating it after the job completes. Your build-minute usage determines your total cost, so it rises and falls with your workload.

What exactly does one build minute measure for billing?
A build minute is one minute your GitHub Actions job runs on a self-hosted runner. When a job waits for a runner, an EC2 instance launches, registers as an ephemeral runner, and runs the job. You are metered for the minutes that job runs before the instance terminates.
Am I charged when no jobs are running or the runner is idle?
Charges accrue only while a job runs on a runner. Each EC2 instance launches when a job starts and terminates after the job completes. When no jobs run, no instances stay active, so no build minutes are metered. Charges rise and fall with your job activity.
Does the per build minute charge cover the underlying AWS resources too?
No. The software runs entirely in your own AWS account. The per build minute charge covers the software licence only. The EC2 instances, API gateway, Lambda functions, and other AWS resources launched by the CloudFormation template are billed separately by AWS at their own rates.

IAM role used by the Lambda function which processes webhook events from SQS and launches EC2 instances. Grants access to CloudWatch, EC2, SQS, .
GitHubOrgWebhookRole / GitHubOrgWebhookPolicy
IAM role used by Lambda function implementing a custom-resource which creates, updates, and deletes GitHub webhooks. Grants access to CloudWatch, and Secrets Manager.
