The hourly software charge meters running time only. When you stop an instance, the per-hour software charge stops accruing. Stopped instances may still incur separate AWS storage fees for attached volumes, but those are billed by AWS, not by this listing.
Each instance type is a separate dimension with its own hourly rate. Larger sizes and specialized hardware, such as GPU or high-performance families, carry higher hourly rates. You are not upgraded automatically; you choose a different dimension when you launch, and billing follows that selection.
