The rate is a software charge for the hardened Ubuntu 18 image running on one EC2 instance of that type. You pay per instance-hour while the instance runs. Each rate maps to a specific instance type. AWS infrastructure fees for the instance itself bill separately from this software charge.
The software charge meters running time only. When you stop an instance, the hourly software charge stops accruing. Stopped instances may still incur underlying AWS storage fees for attached volumes, but those are separate from this listing's per-hour software rate.
Each instance type carries its own hourly rate, so changing types changes your rate the moment the new instance runs. Larger sizes within a family generally carry higher rates.
