Overview
AlmaLinux OS is an open-source, community driven Linux operating system that fills the gap left by the discontinuation of the CentOS Linux stable release. AlmaLinux OS is an enterprise Linux distribution, binary compatible with RHEL, and guided and built by the community. The AlmaLinux OS Foundation is a 501(c)(6) non-profit created for the benefit of the AlmaLinux OS community.

You pay a software fee for the AlmaLinux 9 - Hardened image, billed per hour it runs on that Amazon EC2 instance type. This is separate from AWS's own charge for the underlying compute. Each instance type carries its own hourly software rate.
The software fee meters running hours only. A stopped instance does not accrue the hourly software charge. Note that AWS may still bill you for attached storage, such as EBS volumes, while the instance is stopped. That storage cost is separate from this listing.
Your hourly software rate is tied to the specific instance type you launch. Moving to a different type applies that type's rate going forward. Larger or specialized instances carry higher hourly rates. You are not locked in, so you can change instances as your needs shift.
