一. Amazon Web Services(AWS)為什麼推出台灣亞馬遜網路服務有限公司?
在不久的將來,台灣亞馬遜網路服務有限公司(以下簡稱「AWS 台灣」)將取代Amazon Web Services, Inc.(以下簡稱「AWS, Inc. 」),成為所有被識別為位於台灣的AWS帳戶的合約方及AWS服務轉售商。這項變更首先影響擁有統一編號的AWS帳戶,並於2026年擴及無統一編號的客戶。

三.我的哪些 AWS 帳戶受到影響?

四.AWS 如何判斷我的帳戶是否位於台灣?

台灣客戶帳務面的主要變更包括:(i) 每期帳單將包含兩份文件— 符合稅法規定繁體中文版本的電子發票 ,以及英文版的補充發票,包括詳細的服務項目和付款指示;(ii) 所有 AWS 服務將收取5%營業稅,包括雲端服務、AWS 培訓和 AWS 專業服務,以及 AWS 合作夥伴網路 (APN) 費用;(iii) 可使用當地貨幣 (新台幣) 付款,以及 (iv) 在AWS帳單和成本管理主控台,以及洞察工具中,帳戶使用將標記為AWS台灣。AWS 服務的定價和計費方式不會有任何變化,也不會對您的工作負載或服務購買造成影響。
六.我對 AWS 服務使用方面會有什麼改變?此變動會造成服務中斷嗎?
服務不會有任何變化,您可以繼續使用目前使用的服務,而不會發生任何中斷。您的帳號、資料內容、設定、存取權限和安全設定將保持不變。
七.我需要與 AWS 台灣重新簽約嗎?
AWS 客戶合約或其他規範您使用 AWS 雲端服務的合約,將自動從AWS, Inc.轉換至AWS台灣成為您的台灣 AWS 雲端服務的合約方。若您在變更後繼續使用 AWS 雲端服務,即視為您同意與 AWS 台灣的合約,您不需要重新簽署任何現有已執行的合約。
八.當我的合約方更改為 AWS 台灣時,會有什麼變化?
- 定價將維持使用美金計價,而且服務項目將與 AWS, Inc 提供的服務相同。
- 如果您使用信用卡付款,預設將以新台幣支付。如果您是依發票付款(PBI),則可以選擇使用新台幣或美金支付。
- AWS台灣支援的信用卡包括 AMEX、Visa、Mastercard、Diners Club International和JCB。
- 如果您是依發票付款(PBI),則需將款項匯至AWS台灣新的當地銀行帳戶。
- 所有電信相關產品將由 AWS 台灣銷售,以下 5 項電信產品除外:

十二.我的預留執行個體(Reserved Instance, RI)/儲蓄計劃(Savings Plan, SP)會怎樣?

發票和稅務問題
十三.我應該預期收到哪些發票文件?

十九.如果我想對發票進行更正,流程將如何進行?
如果您因姓名、金額或任何其他資訊問題而需要重新開立發票,您可以聯絡客戶支援以討論您的情況。AWS 將審核並就發票調整請求建立支援單。經您同意,我們將作廢原始發票,並重新開立載有正確稅務資訊的發票給您。惟若已逾報稅期限,我們將向稅務機關申請核准作廢原始發票並重新開立正確資訊的發票。重新開立的發票可在帳單主控台上找到。
付款及匯款問題
二十.AWS 台灣支援哪些付款貨幣和付款方式?
AWS 台灣的客戶可以選擇以美元或新台幣支付依發票付款 (PBI)。您需要透過付款偏好設定頁面設定首選貨幣,以便發票反映所選貨幣。請按照下列步驟更新您的付款幣別偏好設定。如果您沒有選擇首選貨幣,或者 AWS 台灣不支援您的首選貨幣,您將收到新台幣的補充發票,並根據以美元計算並轉換為新台幣的服務費用收費。

General Questions
1. What is AWS launching with Amazon Web Services Taiwan Limited?
In the near future, Amazon Web Services Taiwan Limited (“AWS Taiwan”) will replace Amazon Web Services, Inc. (AWS, Inc.) as the AWS contracting party and reseller of AWS services for all AWS accounts identified as being located in Taiwan. This change will first impact AWS accounts with a Unified Business tax identifier (UBN) on file, and extend to customers without a UBN in 2026.
2. Why is AWS Taiwan replacing AWS, Inc as the reseller of AWS services for AWS accounts located in Taiwan?
At AWS, being able to support our customers and partners effectively is important to us. We regularly review our business structures to verify that we are able to serve our customers best. A local Seller of Record (SoR) is a local business entity established within a jurisdiction to resell AWS cloud services. The new SoR becomes the AWS contracting party with local customers, so customers can be invoiced by and pay to a local business entity in local currency.
3. Which of my AWS accounts are affected?
AWS accounts determined to be located in Taiwan will be served by AWS Taiwan.
4. How does AWS determine if my account is located in Taiwan?
AWS will determine each individual account’s account location based on the account’s Tax Settings and/or billing and contact addresses.
5. What are the key changes in how I will transact with AWS with this launch?
Primary changes to the billing experience for Taiwan customers include: (i) Two artifacts per invoice—tax-compliant electronic government uniform invoice (e-GUI) in Traditional Chinese, and supplemental invoice in English with detailed service breakdown and remittance instructions, (ii) 5% VAT collected on all AWS services including Cloud, AWS Training and AWS Professional Services, and AWS Partner Network (APN) fees, (iii) support for payment in local currency (New Taiwan Dollars), and (iv) AWS Taiwan will be tagged to the account's usage in the Billing and Cost Management Console and Insights tools. There will be no change to the pricing and metering of your AWS services, and no impact on your workloads or ability to purchase AWS services.
6. Will my access to AWS services change? Will I experience service down time?
No, there will be no change in the services, and you can continue using the same services you use today, without interruptions. Your account number, content, configurations, access rights, and security settings will remain the same.
7. Do I need to sign a new agreement with AWS Taiwan?
The AWS Customer Agreement, or other agreement governing your use of AWS cloud services, will be automatically transferred from AWS, Inc. to AWS Taiwan as your AWS cloud services reseller for your Taiwan accounts, in accordance with its terms. Your continued use of AWS cloud services after the change will constitute your acceptance of the agreement with AWS Taiwan. You do not need to re-sign any existing executed agreement(s).
8. What will change when my contracting party changes to AWS Taiwan?
- The AWS Customer Agreement, or other agreement governing your use of AWS cloud services automatically transferred from Amazon Web Services, Inc. to AWS Taiwan for your eligible Taiwan accounts. Your continued use of AWS cloud services after the change constitutes your acceptance of the agreement with AWS Taiwan. You do not need to re-sign any existing executed agreement(s).
- Pricing will remain in US dollars and service offerings will remain the same as those that are offered by AWS, Inc.
- If you pay by credit card, you will pay in Taiwanese dollars by default. If you pay by invoice, you will have the option to pay in either Taiwanese dollars or US dollars.
- AMEX, Visa, MasterCard, Diners Club International, and Japan Credit Bureau will be the supported card payment methods in AWS Taiwan.
- If you pay by invoice, you will remit your payments to the new local bank account.
- All Telecom products will be sold by AWS Taiwan, with the exception of the below 5 telecom product offerings, which will not be sold in Taiwan:
o ContactCenterTelecomm
o AmazonChimeVoiceConnector
o AmazonChimeBusinessCalling
o AmazonChimeDialInAMCS
o AmazonChimeCallMeAMCS
- You will be invoiced by AWS Taiwan for purchases made from AWS Taiwan. For any purchases from AWS, Inc. (e.g., AWS Marketplace), customers will continue to get invoices from AWS, Inc.
- Your experience on the Billing Console will generally remain the same, except that you will see AWS Taiwan as a separate legal entity, summarizing the usage tied to AWS Taiwan. Invoices generated by AWS Taiwan will be uploaded to the console in Bills Page for you to view.
- If you are an AWS Professional Services or AWS Training customer, your invoicing experience and the entity you transact with will remain unchanged. Your remittance information will change to match that of cloud services.
- If you have accounts based in Taiwan and other countries, you will receive separate invoices depending on the country associated with your accounts.
9. What happens to my AWS Marketplace products and services?
There are no changes to the products and services you purchase through the AWS Marketplace. These products and services will continue to be invoiced by AWS, Inc. You will need to maintain your systems and processes to pay invoices from AWS, Inc. for all AWS Marketplace purchases. If you also receive an invoice from AWS Taiwan for AWS service usage for the same billing period, you will need to make two payments: one to AWS, Inc. for your Marketplace purchases and one to AWS Taiwan.
10. What happens to customer engagement and communications-related services (Chime/Connect/SNS)?
All Telecom products will be sold by AWS Taiwan, with the exception of the below 5 telecom product offerings, which will not be sold in Taiwan: 1) ContactCenterTelecomm, 2) AmazonChimeVoiceConnector, 3) AmazonChimeBusinessCalling, 4) AmazonChimeDialInAMCS, 5) AmazonChimeCallMeAMCS.
11. What happens to my AWS Training and AWS Professional Services?
The billing and payments experience for AWS Training and AWS Professional Services will not change. AWS Training and AWS Professional Services to Taiwan customers will continue to be sold by AWS Taiwan. We have set up a local bank account in Taiwan to receive your payments for AWS Training and AWS Professional Services. We will inform you of new remittance instructions as we approach the launch of AWS Taiwan.
12. What happens with my existing RIs/Savings Plans?
Any Reserved Instance (RIs) or Savings Plans (SPs) will continue to apply towards any eligible matching usage, regardless of any change in SoR since purchase. For RIs or SPs with monthly recurring usage charges (no-upfront or partial-upfront plans), these recurring charges will be billed by the SoR based on the account whose usage matches and is covered by the RI/SP (if RI/SP sharing has been enabled). If the RI or SP does not match and cover any usage, it will be billed to the SoR based on the account that originally purchased the RI/SP.
For example, if a linked account in Germany purchases an RI, any upfront payment would be billed by AWS EMEA SARL as seller. And if usage by the German linked account is covered by the RI or if the RI does not match any usage, applicable recurring charges would be billed to the German linked account by AWS EMEA SARL. If usage by another linked account based in Taiwan is covered by the RI, applicable recurring usage charges would be billed to the Taiwan linked account by AWS Taiwan.
Invoicing and Tax Questions
13. What invoicing documents should I expect?
AWS Taiwan will provide a tax e-invoice (e-GUI) that will also be transmitted to the E-Invoice Platform of the Ministry of Finance (local tax authority). The e-GUI will contain both your and AWS’s tax details and will only reflect the total tax amount and the total amount of the invoice. e-GUIs will be generated based on the formatting requirements of the Taiwan tax authority, and will be in Traditional Chinese and denominated in TWD currency. You will also receive a supplemental invoice that will be similar to the commercial invoice that you receive today from AWS, Inc. This document will contain details of the charges by service and will show the summary of your total charges.
The invoicing documents will be emailed by default to the payer account’s root email address (if delivery preference has been enabled by you), billing address and alternative billing address (where provided). The documents will also be accessible via the AWS Billing Console. If there is no valid tax information on the account, AWS Taiwan will treat it as a B2C transaction and generate tax e-invoices, which cannot be used to claim VAT input credit from the tax authority.
14. Will I be required to provide tax information if I need to transact with AWS Taiwan?
To receive tax-compliant VAT invoices from AWS Taiwan, you must submit your Tax information. Tax information can be updated directly in the Tax Settings of the AWS Billing Console. Business (B2B) customers input or update their Unified Business Number (UBN). Legal name and address must be entered in Traditional Chinese to enable proper tax invoice generation.
15. What Tax Registration Numbers and formats does AWS Taiwan accept?
AWS Taiwan will accept an eight-digit Tax registration number, also known as Unified Business Number (UBN) in Taiwan. This can be added to your accounts on the Tax Settings page in the AWS Management Console. If you are the owner of a Payer account for an AWS Organization, you can edit the Tax Settings for all member (linked) accounts based in Taiwan or any other country where we accept a Tax Registration Number (TRN). If all accounts in your Organization share the same TRN, please consider enabling Tax Settings Inheritance.
16. Will I receive an invoicing artifact when I make a payment(s) for an invoice?
AWS Taiwan does not issue a separate payment receipt/invoice. The payment information will be reflected in your account's transaction history on the Payments Console.
17. If I update my tax address mid-month, how is Taiwanese VAT calculated?
AWS uses the latest billing information you have provided us to calculate applicable taxes at the time an invoice is generated. One-time purchases like Reserved Instances, Domain Names, or Savings Plans will be invoiced at the time of purchase. Your regular monthly usage of other services will be invoiced around the fourth day of the month following usage based on your tax address reflected at that point. Therefore, please check your Tax Settings to make sure that your account information is correct to ensure that your tax invoices reflect the correct details.
18. What language will invoices be issued in?
AWS Taiwan will provide the supplemental invoice in English. The tax invoice (e-GUI) will be in Traditional Chinese.
19. If I would like to make corrections to an invoice, what will the process look like?
If you need a tax invoice re-issued due to issues with the name, amount, or any other details, you can contact Customer Support to discuss your case. AWS will review the case and open a support ticket for the invoice adjustment request. Upon receiving your consent, we will cancel the original tax invoice and re-issue a new invoice to you with the correct details. However, if it exceeds the tax filing period, we will need to submit a separate application to tax authority for permission to cancel the original tax invoice. The re-billed invoice will be available on the Billing Console.
Payments and Remittance Questions
20. What payment currencies and payment methods are supported by AWS Taiwan?
Customers in AWS Taiwan can choose to pay either in US dollars or New Taiwan Dollars for Pay By Invoice (PBI). You will need to set your preferred currency via the payment preferences page in order for the invoice to reflect the chosen currency. Please update your Payment Currency Preference by following these steps. If you do not select a preferred currency or if your preferred currency is not supported in AWS Taiwan, you will receive a supplemental invoice in TWD, with a line item breakdown based on service charges computed in USD and converted to TWD.
At initial launch PBI will be the only payment method supported in AWS Taiwan. Credit cards including Visa, Mastercard, AMEX, Discover, Diners Club International, and Japan Credit Bureau will be supported in 2026. Advanced Pay (prepayment), shortfall payment and ACH/Direct debit are not supported in AWS Taiwan.
21. Will the pricing of my services change? How will the charges in TWD be calculated?
Service pricing will not change and will continue to be published in USD. Service charges will be computed in USD and converted to TWD for invoicing and payment if you have set your preferred currency as TWD.
22. Where is the price to invoice currency FX rate found?
AWS invoices display the USD amount, the local currency amount, and the foreign exchange rate used for the conversion. This information is in the invoice summary section on the first page of the invoice. Customers can find their invoices in their AWS accounts.
23. Can I request AWS to customize my invoice’s FX rate calculation?
AWS Taiwan uses the exchange rate from a third-party financial market rate provider determined at the time the invoice is generated. The actual rate provider selected by AWS for each invoice cycle is not published. Please refer to AWS Service Terms, Section 1.17, for more details.
24. I pay for my AWS services on invoicing terms. Is there anything I need to do?
Please follow the following three steps: (1) ensure you and your Accounts Payable (AP) department are prepared to remit payment to the AWS Taiwan bank account located in Taiwan, (2) check with your AP department or your bank to ensure you can remit payment to the new bank account in Taiwan, and (3) access the purchase orders (PO) feature on Billing Console to update PO information (for customers who use POs). The new remittance instructions will be reflected in the AWS Taiwan invoice. If you would like to receive an official bank letter or AWS letter regarding the remittance instruction, please reach out to your Account Manager or AWS Support to receive the letter as we approach the launch of AWS Taiwan.
25. How will my purchase orders (POs) be affected after the AWS Taiwan SoR launch?
Customers who use purchase orders have the option to leverage the existing PO to cover the AWS Taiwan purchases or issue a separate PO. Customers can access the purchase orders feature on Billing Console to update the PO information to ensure AWS Taiwan is included as an AWS entity to the PO. Refer to managing your purchase orders in the AWS Billing and Cost Management User Guide.
Consolidated Billing Customers and Reseller Questions
26. My account is the Payer account for an AWS Organization (consolidated billing family). How do I check that all my member (linked) accounts have the correct address and associated AWS seller entity?
Payer account owners can see the Tax Address and AWS SoR associated with each account by visiting the Tax Settings page in the AWS Billing Dashboard. If you are the owner of a Payer account for an AWS Organization, you can edit the tax information for all member (linked) accounts based in Taiwan. The far-right column ‘Seller’ will indicate each account’s SoR (e.g., AWS Inc., AWS EMEA SARL, or AWS Taiwan). If all accounts in your Organization share the same tax information, please consider enabling Tax Settings Inheritance as this will save you time and ensure the TRN is applied even when accounts join or leave your AWS Organization. If any member accounts must belong to a different jurisdiction, the Tax Inheritance feature should NOT be used. Tax invoices within an AWS Organization will be consolidated, where possible, for all accounts with the same tax information.
27. My account is the Payer account for an AWS Organization (consolidated billing family) and I have member (linked) accounts based in different countries, what should I expect?
AWS will determine the AWS SoR for each individual account based on the account location. If you have member (linked) accounts being served by different SoR(s), you will receive separate invoices from each of the SoRs. Each SoR will have its own remittance instructions on the invoice or request for payment it issues. Payment must be remitted in the currency displayed on the invoice to the applicable SoR. Please note that you will be required to remit payment separately for invoices or supplemental invoice from different sellers in the currency displayed on the applicable supplemental invoice.
28. Can I choose my preferred currency by SoR for my accounts in the AWS Organization?
Yes, you can setup your preferred currency by SoR via payment profiles so that you can get your invoices by SoR in your preferred currency and preferred payment method. More details can be found here.
AWS Partner/Solution Provider Questions
29. I am an AWS Partner/Solution Provider. How does AWS Taiwan impact me?
As a Solution Provider, any agreement(s) governing your resale of authorized AWS services you have signed with AWS, Inc. will also be applicable to AWS Taiwan for your eligible Taiwan accounts. To ensure the changes are also reflected on your linked accounts, please follow the operational guidance to apply your own Tax Settings to all of your linked accounts by enabling Tax Settings Inheritance. As an AWS Partner/Solution Provider, you are responsible for managing and charging your end customers’ applicable taxes.
30. How does AWS Taiwan affect programs and benefits provided by the AWS Partner Network (APN)?
AWS Partners located in Taiwan will continue to receive benefits following the APN terms and conditions with AWS Taiwan being the applicable AWS contracting party. To determine if the AWS Taiwan launch impacts your accounts, contact your Partner Development Manager (PDM). You can find your PDM’s contact details by logging in to AWS Partner Central.
31. How does the AWS Taiwan launch impact an AWS Partner funding request?
After launch, AWS Taiwan will be the AWS contracting party for all funding requests made by AWS Partners located in Taiwan. The remittance address entered by the AWS Partner on the funding request will determine the AWS Partner’s location and the AWS contracting party based on the following method. After launch, AWS Partners located in Taiwan will need to register at Amazon Payee Central before they can submit a new funding request. AWS Taiwan will raise the purchase order (PO) and AWS Partners will submit their invoice according to the PO details. For AWS Partners with a remittance address outside Taiwan, AWS Taiwan will not be the AWS contracting party.
32. How does the AWS Taiwan launch affect funding requests submitted before launch but have not been funded yet?
Any funding request submitted before AWS Taiwan launch will be paid by the original AWS contracting party that issued the associated purchase order (PO).
