You get the hardened Rocky Linux 9.5 machine image running on the EC2 instance size named in that dimension. The hourly rate covers the software license only. AWS charges its own compute, storage, and network fees separately. Each dimension maps to one specific instance size, so your rate follows the size you launch.
The software fee meters running hours only. A fully stopped instance does not accrue software charges. You may still pay underlying AWS storage fees for the attached volume while the instance is stopped. Charges resume once you start the instance again.
Each instance type is billed at its own hourly rate. Moving to a size with more compute or memory raises your hourly software charge; moving to a smaller size lowers it. The change takes effect when you launch the new instance. There is no upfront commitment tying you to one type.
