The Core Based Statistical Areas (CBSAs) product uses County Boundaries as building blocks for CBSAs. Minor Civil Divisions (MCDs) are used to provide correspondence to New England City and Town Areas (NETCAs).
Combined Statistical Areas (CSAs) are built from Core Based Statistical Area (CBSA) boundaries using information provided in OMB Bulletins.
