There are no tiers or add-ons to choose between. Instead, the price scales with the instance you select, since Ubuntu Pro billing is based on the instance's vCPUs and metered by usage. Smaller instances carry lower hourly rates; larger and bare-metal instances carry higher rates. Pick the instance type that fits your workload, and you are billed only for the hours it runs.

The rate combines the Ubuntu Pro software license with your running EC2 instance. Ubuntu Pro adds security patches for Ubuntu components, coverage for hundreds of open source applications, FIPS 140-3 and Common Criteria EAL2 certified components, optional CIS and DISA STIG hardening, and Kernel Livepatch.
Ubuntu Pro pricing scales with instance size. It is based on the instance's vCPU count and metered by the second. So an instance with more vCPUs carries a higher hourly software rate than one with fewer vCPUs, whether it is a virtual or bare-metal type.
Billing meters running time only, since usage is metered by the second. A stopped instance is not actively running, so the Ubuntu Pro software charge does not accrue. Note that underlying AWS storage for a stopped instance may still incur separate AWS fees.
