CloudFormation template that offers an easy-to-install AWS infrastructure
solution for quickly deploying Consul Democracy, using both AWS and
Consul Democracy best practices.
Consul Democracy is the open-source citizen participation platform
originally developed by the city of Madrid; it powers proposals, debates,
voting and participatory budgeting for governments and civic organizations
worldwide.
Automatically configured to support auto-scaling through AWS Auto Scaling
Groups, this solution leverages an S3 bucket with CloudFront for user
generated content between application servers. It configures SES with
Easy DKIM for emails, and configures Route 53 with convenient DNS entries.
The template ensures multi-level security by incorporating AWS IAM for
federated access to resources with least privilege and AWS managed keys
and Secrets Manager to manage secrets for encryption of data at rest and
in transit.
We support multiple availability zones using an RDS Aurora PostgreSQL
cluster and EC2 Auto Scaling Groups.
An optional email address is collected as part of the CloudFormation
parameters as the AdminEmail parameter. This email is used as the initial
login for the Consul Democracy instance and is not shared with any third
party.

You pay by the hour based on the EC2 instance type you run. This listing packages the open-source citizen participation software as a deployable image. Pricing scales with the compute size you choose, not by users or features. Options span several instance families: t2 and t3 for general burstable workloads, m5 and m5d for balanced compute and memory, c5 and c5d for compute-focused needs, and r5 and r5d for memory-focused needs. Within each family, sizes range from nano and micro up to metal and multi-xlarge. You select based on your capacity needs and pay only for hours used.

What does the hourly rate cover, and what am I actually paying for?
You pay for each hour the EC2 instance runs. The rate covers the packaged software image deployed on that instance. The unit is one instance-hour of the specific EC2 type you launch. The software itself is open source, so the charge reflects the deployment image and the compute size you select.
Am I charged when the instance is stopped or paused?
Hourly software charges apply only while the instance runs. A stopped instance does not accrue the hourly software fee. Note that stopped instances may still incur underlying AWS storage costs for attached volumes, which are billed separately by AWS, not by this listing.
What drives my cost — the number of citizens or the instance I choose?
Cost depends only on the EC2 instance type and the hours it runs. You are not billed by users, proposals, votes, or participation features. A larger instance family or size raises the hourly rate. To handle more traffic, you scale up the compute, which changes your hourly cost.

Run the stack, providing valid parameters. When the stack creation completes, go to the outputs of the stack and open the URL in your browser. Log in with the email address shown in AdminEmailOutput and the password stored under the 'admin_password' key in the {StackName}/instance/credentials secret in AWS Secrets Manager. To access the application servers, find the EC2 instance in the AWS console and Connect using the Session Manager option. For more detailed instructions, see the GitHub project.
