Urban Revenue Guardian Implementation Services on AWS

Sphere provides professional services to design, build, integrate, and deploy municipal revenue intelligence solutions within the customer's AWS environment. The engagement helps municipalities consolidate billing, permitting, parking, payment, ERP, GIS, and operational data to identify revenue anomalies, prioritize staff review, improve collections workflows, and strengthen auditability.

Why Municipalities Choose This Engagement Municipal revenue systems often span disconnected platforms, making it difficult to detect billing anomalies, unbilled usage, fee exceptions, or recurring non-payment patterns at scale. Sphere brings these data sources together on AWS so staff can act on prioritized, AI-generated insights instead of manually reconciling information across departments.

Why Sphere Sphere is an AWS Partner with certified architects across cloud, data, AI, and security. Sphere's AWS practice includes Data & Analytics and Generative AI competencies. Company-wide, Sphere has 21 years of technology delivery experience and has completed more than 600 projects for more than 300 clients.

What Sphere Delivers Services can include AWS architecture design, municipal data integration, anomaly-detection workflows, meter and consumption variance analysis, unbilled or potentially misbilled usage identification, permit and fee exception analysis, delinquency prioritization, cross-system account reconciliation, historical trend analysis, revenue dashboards, geospatial analysis, monitoring, testing, deployment, documentation, and knowledge transfer.

City staff retain full authority over billing adjustments, collections, enforcement, and account actions. AI-generated flags and recommendations support staff review and do not automate enforcement decisions.

AWS Services Used Sphere implements these capabilities using services such as Amazon SageMaker AI, Amazon Bedrock, Amazon S3, AWS Glue, AWS Lambda, Amazon Athena, Amazon Redshift, Amazon QuickSight, Amazon Location Service, AWS Key Management Service, and Amazon CloudWatch within the customer's AWS environment. Municipal System and GIS Integration

Sphere integrates AWS-based workflows with platforms including Tyler Technologies, Oracle, SAP, Cayenta, GIS platforms, payment systems, and regional municipal applications. AWS GovCloud (US)

For eligible public-sector customers, Sphere can design deployments for AWS GovCloud (US) where required. Sphere can support programs addressing CJIS, FedRAMP, and state-specific requirements, but compliance depends on the customer's complete environment, configuration, policies, and controls.

    Five-Phase Implementation Approach

    1. Discovery and Assessment - A typical discovery and municipal systems audit runs 2 to 3 weeks and maps billing, permitting, GIS, ERP, enforcement workflows, and available revenue data. A typical deliverable is a Revenue Guardian Integration Blueprint.
    2. Data Ingestion and Model Configuration - Connect municipal platforms and ingest available historical transactions, meter readings, and enforcement data. Engagements can use 24 or more months of history when available.
    3. Workflow Configuration and Testing - Configure leakage thresholds, review workflows, and case-prioritization rules, followed by iterative staff testing. Sphere's standard approach can include three rounds of workflow testing.
    4. Pilot and Validate - Run a supervised 60-day pilot on a defined revenue stream, typically utility billing or a fee category, with regular review of detected anomalies and collection priorities.
    5. Deploy and Enable - Expand across additional revenue streams with production monitoring, documentation, knowledge transfer, model refinement, and quarterly business reviews as scoped.

Implementation Timeline For standard integrations, live detection on the first revenue stream typically takes 8 to 12 weeks from contract signature. Multi-stream rollouts are typically phased over 4 to 6 months.

Typical Deliverables Deliverables may include AWS solution architecture, municipal data pipelines, anomaly-detection workflows, revenue dashboards, GIS integrations, staff review workflows, monitoring configuration, pilot findings, technical documentation, and deployment support.

The exact AWS architecture, services, integrations, scope, deliverables, commercial model, and implementation requirements are defined with the customer before the AWS Marketplace private offer is issued. Customer data remains isolated within the customer's AWS environment. AWS infrastructure and service usage charges are separate from Sphere's professional services fees and are the customer's responsibility.

Get Started Begin with a scoping conversation to review the municipality's revenue systems, AWS environment, data sources, and priorities. Sphere then defines the recommended architecture, pilot scope, deliverables, and private-offer structure.

    Highlights

    • Purpose-built municipal revenue intelligence on AWS identifies billing anomalies, unbilled usage, permit and fee exceptions, and potential revenue leakage across utilities, parking, payments, and other revenue streams. Urban Revenue Guardian is designed around municipal data structures, staff workflows, GIS context, and human review.
    • Unify billing, ERP, GIS, permitting, payment, and regional municipal systems within one AWS architecture. Staff gain a consolidated view for anomaly detection, account reconciliation, collections prioritization, and revenue analysis while preserving existing systems and operational workflows.
    • Use a defined delivery model with a 2–3 week discovery phase, iterative staff testing, and a supervised 60-day pilot before broader rollout. Deliverables can include an Integration Blueprint, data pipelines, dashboards, review workflows, pilot findings, documentation, and knowledge transfer.

    Support

    Vendor support

Sphere provides support throughout the Urban Revenue Guardian implementation through its cloud engineering, data, and Client Success teams.

Support includes AWS architecture assistance, municipal data integration, anomaly-detection and analytics configuration, GIS integration, testing, deployment, troubleshooting, documentation, monitoring, and optimization within the agreed project scope.

The engagement typically includes a 2–3 week discovery and systems-audit phase, iterative configuration and staff testing, a supervised 60-day pilot on a defined revenue stream, and production rollout as scoped. During the pilot, Sphere reviews detected anomalies and collection priorities with customer stakeholders and refines workflows based on feedback.

Customers can contact Sphere at https://www.sphereinc.com/contact/ . Sphere responds to AWS Marketplace customer inquiries within two business days unless otherwise specified in the private offer. Troubleshooting, service issues, and commercial questions use the same contact channel. Refunds or other commercial adjustments are handled according to the applicable private-offer terms. Optional ongoing AWS managed support after production deployment can be scoped separately, including monitoring, optimization, backup, resilience, and cloud operations support.
