Am I charged when the EC2 instance is stopped or paused?
The hourly software charge meters running time only. A stopped or terminated instance accrues no software fee. Stopped instances may still incur underlying AWS storage costs, but the NGINX software rate applies only while the instance runs. Billing resumes when you start the instance again.
Is this pay-as-you-go, or do I have to commit upfront?

An AMI is a virtual image that provides the information required to launch an instance.
