The image is ready for use when launched. Hardened Images recommends AWS Systems Manager Session Manager (SSM) for administrative access whenever possible so SSH does not need to be exposed to the public Internet.
If SSH is required, use the ec2-user account, your selected EC2 key pair, and tightly scoped network access.

You are billed per instance-hour. One unit equals one running EC2 instance of the size and family you launch, measured hourly. The software charge is added on top of the underlying AWS compute cost. Each running instance meters its own hours separately.
Am I charged the hourly software fee when my instance is stopped?
The software charge meters running time only. A stopped instance does not accrue the hourly software fee. You may still pay underlying AWS storage costs for the attached volumes while the instance is stopped, but those are separate from this listing's software charge.
