Do I need any AWS network settings for the DNS Server to work?
Yes. You must open TCP and UDP port 53 in your AWS security group so the DNS service can resolve names. You also generate a private key to connect over remote desktop. These are configuration steps, not billed items, and do not change your hourly rate.
