The software rate meters running hours only. A fully stopped instance does not accrue software charges. Stopped instances may still incur separate AWS storage fees for attached volumes, but those are billed by AWS, not by this software listing.
The image ships with Ubuntu and hundreds of Python packages, and the JupyterHub platform supports multiple programming languages for collaborative work. The software itself is repackaged open source. Additional charges apply for vendor support, which you arrange with the seller directly.
