The software meters running time, so hourly software charges apply while the instance runs. A fully stopped instance stops accruing software charges. Underlying AWS storage fees for the instance's disk may still apply while it sits stopped. Restarting resumes the hourly software charge automatically.
No separate software fee tier applies. The same DHCP Server billing model runs across every instance option. Only the hourly rate changes because it follows the compute, memory, and storage of the instance you select. Larger sizes carry a higher hourly rate for the same software.
