A user is one person you grant secure access to your applications. Similar users can be grouped so shared access rules apply to them. Your contract price is set by the fixed user count you pick: 20, 50, or 100. Each person needing access consumes one user license.
An application is any service running in your data center or cloud. This includes a web application, a file server, or a virtual instance. Each contract covers 5 such applications. Access to SSH and RDP servers is included. The application count stays fixed while the user count sets your price.
The user count drives your cost. All three contracts cover the same 5 applications, so adding applications within that limit does not change the price. Moving from 20 to 50 to 100 users raises the price. To change tiers, you select a different contract at purchase.
