The percentage applies to your measured cloud usage spend. Your cost scales directly with how much cloud usage you consume during the month. As your cloud spend rises or falls, the percentage-based charge moves with it.
What happens to my bill if my cloud usage is very low in a month?
A monthly minimum applies. If the percentage of your cloud usage falls below that minimum, you pay the minimum instead. If your percentage-based charge exceeds the minimum, that higher charge applies. Only one of the two applies each month, whichever is higher.
