The software rate meters only while the instance runs. A fully stopped instance does not accrue hourly software charges. Note that stopped instances may still incur AWS storage fees for attached volumes, which are billed by AWS separately from this listing.
Each dimension bills one instance size at its own hourly rate. To change size, you stop the instance and relaunch on a different type, then billing follows the new rate. There is no automatic tier upgrade. You pick and switch sizes manually based on your load-balancing needs.
