The hourly software charge meters running time only. A stopped or fully powered-off instance stops accruing the software fee. You may still pay AWS for attached storage while the instance is stopped, but that is separate from this listing's hourly rate.
Your hourly rate follows the instance type you run. Switching to a size with more compute, memory, storage, or GPU resources applies that type's higher hourly rate for the hours it runs. There is no tier upgrade step; you simply launch the type you need.
