A unit is a managed entity: any object the product makes a real-time enforcement decision for. That includes a customer account with entitlements, a user with a subscription, an AI agent with a credit budget, or a team with a spending limit. One object counts once, regardless of how many subscriptions or wallets it holds.
No. Sandbox, test, and inactive objects do not count. Objects with no active enforcement are not billed. You only pay for entities the product is actively governing in production, so unused or non-enforced objects stay off your unit count.
