Overview
An Enterprise AI Strategy is a set of integrated and reinforcing actions that enable a federal, state, or local government organization harness the full potential of Artificial Intelligence in its operations. At Deloitte, we bring a clear and consistent approach—supported by tested frameworks and strategy labs—to help clients formulate their AI Strategy over a defined timeline.
We begin each engagement by assessing the current state of AI readiness within the organization, i.e., understanding existing capabilities and identifying gaps. This assessment enables client to establish a unifying vision for their AI-centric enterprise. Our approach begins with stakeholder interviews and data collection across the core dimensions of Deloitte’s aiRMF Capability Maturity Model. We gain a deep understanding of the organization’s existing capabilities and needs in the context of regulatory requirements. Our approach uncovers the organization’s foundational readiness, existing efforts (if applicable), challenges, and opportunity areas. Once complete, the AI Maturity Assessment serves as a guide map for selecting strategic objectives and AI use cases.
To enable the organization to identify, validate, prioritize, and backlog AI applications from a large list of possible AI use cases, we start by identifying business case hypotheses for AI applications across business units. We then gauge potential impact, feasibility, resource requirements, and risks to filter down the most promising AI use cases. By creating a concrete list of prioritized AI applications, the organization can more clearly define its future state direction and build significant momentum behind its AI Strategy.
With the AI uses cases prioritized, we help clients define a clear and achievable roadmap for rolling out, scaling, and sustaining AI use cases over time. To do so, we apply a framework that matches the prioritized AI use cases to their foundational AI capabilities. By “stacking” capabilities over a clear time horizon, we co-create a roadmap that will meet the organization’s immediate needs and enable a broader range of feasible AI use cases in the future. Additionally, we can help clients develop an Enterprise AI Roadmap to outline how AI use cases should be implemented alongside other core elements of their holistic AI Strategy
To support and sustain the integration of AI, we may help an organization design an AI Operating Model that outlines a detailed breakdown of roles and responsibilities to sustain the organization’s AI Strategy. By co-creating an AI Operating Model with clients, we help organizations establish a rigorous and intentional approach to the development and delivery of AI solutions. This may include standing up an AI Center of Excellence (AI CoE) to centralize coordination and support for AI across the organization, while enabling the flexibility for locally-driven innovation. This AI Operating Model and CoE includes empowering AI Leadership through the establishment of chief AI Officer who works across an organizations leadership to achieve buy-in and champion new solutions.
As part of the AI Strategy development process, we can also help clients to establish an AI governance structure that enables appropriate oversight of their AI transformation. This structure includes the approval of budgets, testing and release oversight, solution procurement, and the design of AI controls. An AI governance framework is developed with flexibility in mind to suit the spectrum of organization needs.
Change management is a critical component to the success of any AI Strategy. We help clients develop a Change Management plan provides organizations with the processes and tools to help employees and partners understand, prepare for, and successfully adopt the new AI Strategy. The Change Management plan proactively identifies all “risks of change” factors. We mitigate these factors through “Change Campaigns”, i.e., strategic communications, trainings, and tailored engagement methods that enable the full ecosystem of stakeholders to get behind the new strategy.
Clients pursuing an AI Strategy will need an actionable plan to build an AI-capable workforce through training, on-the-job activities, and recruitment. We provide recommendations for workforce development, including tiered learning structures, curated topics for AI fluency, and delivery methods aligned to the skillset requirements outlined in the AI OpModel. We also define best practices for identifying learning content vendors and recruiting new talent. We focus on required skills rather than a rigid vision of personnel, and we maintain a talent development program geared explicitly toward the skillsets critical to AI. Many of the activities here may occur at the beginning of a project.
