Am I charged when the instance is stopped or powered off?
Software charges apply per running instance-hour. A fully stopped instance stops accruing the hourly software fee. Underlying AWS storage or other resource charges may still apply while the instance is stopped, but the software licence meters running time only.
How is my bill affected if I switch to a larger instance type?
You pay the hourly rate tied to whichever instance type is running. Switching to a larger type raises your hourly software charge; switching to a smaller type lowers it. The software itself is the same across every instance type. Only running hours on the active type count toward your bill.
